Mr. M. Vecdi GÖNÜL was born in
Erzincan on 29 November 1939 as the only son of Mrs.Lütfiye GÖNÜL,
housewife, and Mr. Saffet GÖNÜL, teacher of Turkish language and
literature in military schools.
Mr. M. Vecdi GÖNÜL was graduated from the Faculty
of Political Sciences of Ankara University in June 1960 and started
his career in the Ministry of Internal Affairs.
He served as acting District Governor in many districts
and upon successfully completing an in-service training course in
Ankara, he obtained the title of District Governor.
After having served in many towns as District Governor,
in 1970, he was appointed as the Chief of Section in the Personnel
Division of the Ministry of Internal Affairs.
In 1972, upon succeeding in an examination, he became
Inspector of Civil Administration.
In 1975, Mr. GÖNÜL was promoted as the General Director
of Personnel Division of the Ministry of Internal Affairs.
In 1976, he was appointed as the Governor of Kocaeli
province.
In 1977, he became General Director of the Department
of Security.
Mr. GÖNÜL also served as Governor of Ankara for two
years and Governor of İzmir for four years.
From 1988 until 1991, he served as the Undersecretary
of the Ministry of Internal Affairs.
On 8 May 1991, he was elected as the President of
the Court of Accounts by the decree of the Turkish Grand National
Assembly. He served as the President of the Court of Accounts for
seven years.
Mr. Vecdi GÖNÜL, holding the title of certified financial
consultant, was elected as a member of the Parliament in the General
Elections held on 18 April 1999, from Kocaeli. On 1 June 1999, he
was elected as the Deputy Speaker of the Turkish Grand National
Assembly.
Mr. Vecdi GÖNÜL, who was elected as the Deputy Chairman
of Turkish Grand National Assembly second time on 25 October 2000,
left this post on 22 June 2001. With the foundation of Justice and
Development Party (AKP), he became a member at the Central Executive
Board of AKP and he was elected as the Deputy Chairman of this Party.
At the launch of 4th Legislative Year of Turkish Grand National
Assembly 21st Term, Mr. GÖNÜL was elected as a member of the Parliamentary
Assembly of Council of Europe, and the Western European Union Assembly.
Mr. Vecdi GÖNÜL served as Minister of National Defence
during the 58th and 59th Turkish Government, and was re-appointed
to the same office on 29 August 2007 within the 60th term of Turkish
Government.
Mr. Vecdi GÖNÜL has attended several meetings of
international organizations such as UN, WHO, UNICEF and Council
of Europe as a Delegate or Head of the Delegation. He also served
as a member in many organizations and institutions at home and abroad.
He worked as the Head of the Turkish Delegation for
the Standing Conference for Local and Regional Authorities of Europe
(CLRAE), the International Commission for Civil Law (CIEC).
He was also a member of the Higher Education Council
and the Governing Board of the Special Fund for the Promotion of
Mutual Social Assistance and Solidarity.
Mr. GÖNÜL was the Chairman of the Advisory Board
for Machinery and Chemistry Corporation (MKEK). During his term
of Presidency, he also served as the auditor of EUROSAI (European
Supreme Audit Institutions) for seven years, and as the President
of ECOSAI (Supreme Audit Institutions of ECO Countries) for three
years of which he was also a founding member.
He has a Post Graduate certificate from the Institute
of Public Administration of Turkey and the Middle East (TODAI).
He also has an M.A. degree from the University of Southern California.
He is awarded with "Great Cross of the Military
Merit with White Ribbon" of Spain, "Ghazi Amir Amanullah
Khan Nobel State Medal" of Afghanistan and "Golden Merit
Medal" of International Evaluation Technologies and Sociology
Academy of Ukraine.
Mr. GÖNÜL is married to Mrs. Sevim GÖNÜL and they
have two sons and a daughter. He speaks English as a foreign language.
