Hulusi AKAR was born in Kayseri in 1952. After completing his primary and secondary education in Kayseri, he graduated from the Military Academy in 1972, the Infantry School in 1973 and the Army Command and Staff College in 1982.

He actively served in the Turkish Armed Forces for a total of 49 years. During his military career as an officer, he served in various positions at the Turkish Armed Forces and NATO including the command of Turkish Task Force in Bosnia and Herzegovina (1997-1998). 1. Special Forces Exercise of Balkan States is performed in Romania between 14 and 25 September 2020 with the participation of Special Forces components from Turkey, Romania, Greece, Bulgaria, Albania and Macedonia.

2. Aim of the exercise is to develop friendship, cooperation and coordination between the Special Forces of Balkan States, to share mutually knowledge and experience, and to improve their ability for performing exercise together.

3. There is a participation with twelve personnel from Special Forces Command of General Staff including one special force team and one headquarters personnel to the exercise performed with the hosting of Special Forces Command of Romania.
