General Hulusi AKAR was born in 1952 in Kayseri, he graduated from the Military Academy in 1972 and Infantry School in 1973.
He served as Platoon, Company Commander and Data-Processing Officer in Thrace Border ,Cyprus and at the Military Academy between 1973-1980.
He graduated from the Army Staff College in 1982, the Armed Forces College in 1985 and the U.S Armed Forces Staff College in 1987.
He was assigned as the Chief of Section for Operation and Training, Executive Assistant and Chief of Branch at various units and headquarters including Turkish General Staff. Furthermore, he performed his duty as the lecturer at the Army Staff College and as an Intelligence Officer in HQ AFSOUTH/Naples /Italy between 1990-1993. General AKAR was appointed as the Chief of the Cabinet at Land Forces Command and Chief of Branch of Press and Public Relations between 1993-1994, as the Chief of the Cabinet at Turkish General Staff between 1994-1997 and as the Commander of Turkish Task Force in Bosnia-Herzegovina between 1997-1998.
He was promoted to the rank of Brigadier General in 1998. As Brigadier General, he commanded the Internal Security Brigade in Tunceli/Hozat between 1998-2000 and then served as the ACOS Plans and Policy in HQ AFSOUTH/Naples /Italy from 2000 to 2002 and was promoted to the rank of Major General in 2002.
Following his promotion to Major General, he assumed the command of the Military Academy between 2002-2005 and subsequently he became the Commander of the Army Command and Staff College between 2005-2007 and he was promoted to the rank of Lieutenant General in 2007.
After his promotion to the rank of Lieutenant General in 2007 he was appointed as the Commander of the Land Forces Logistics Command between 2007-2009 and then commanded the 3rd Turkish Corps (NRDC-T) between 2009-2011 and he was promoted to the rank of General in 2011.
He served as the Deputy Chief of Turkish General Staff between 2011-2013, as the Land Forces Commander between 2013-2015 and as the Commander of the Turkish Armed Forces between 2015-2018. General AKAR was appointed as the Minister of National Defence on 09 July 2018.
He was awarded Courage and Self-Sacrifice Medal by the Turkish General Staff due to his outstanding achievements in Internal Security Operations and Turkish Armed Forces Medal of Service and Medal of Honor for his exceptional service. Furthermore, he received NATO Medal and Legion of Merit in Bosnia-Herzegovina during SFOR Operation, NATO Medal during KFOR operation, Korean National Security Legion of Merit, United States Legion of Merit, Kyrgyzstan Armed Forces General Staff Distinguished Service Medal, Kazakhstan Armed Forces’ 20th Anniversary Medal, Republic of Azerbaijan Distinguished Service in Military Cooperation Medal and Azerbaijan Border Security 95th Anniversary Medal, Pakistan Nishan-e Imtiyaz Medal, Azerbaijani Army 100th Year Medal.
