Yaşar GÜLER was born in Ardahan in 1954. He graduated from Army Academy with the rank of Second Lieutenant in 1974 and from Signal Corps School in 1975.

Having served as Signal Platoon and Company Commander at various units between the years of 1975 and 1984, Yaşar GÜLER graduated from Army War College in 1986 and from Armed Forces College in 1988.

As a staff officer, he served as Chief of Operations at Internal Regional Command between 1986 and 1988, as Planning Officer at Evaluation and Inspection Division of the Army between 1988 and 1991, as Chief of Operations and Training Branch at the 12th Infantry Division between 1991 and 1992, as Internal Security Battalion Commander between 1992 and 1994 in Silopi, as Turkish Deputy Brigade Commander in Bosnia-Herzegovina between 1994 and 1995, as Project Officer at the Office of Military Senior Counsellor of the Presidency between 1995 and 1997...

Türkiye Büyük Millet Meclisi Eski Başkanlarımızdan İsmet Abdullah SEZGİN 1928 yılında Aydın’da doğdu. Babası Abdullah Bey, annesi Hamdiye Hanım’dır. İlköğrenimini Aydın’da, orta ve lise öğrenimini İzmir’de tamamladı. 1950 yılında İzmir Yüksek Ekonomi ve Ticaret Okulundan mezun oldu. Aynı yıl Denizli’de Türkiye Emlak Kredi Bankası Şubesinde göreve başladı.

1952’de Denizli’de Demokrat Partiden İl İdare Kuruluna seçilerek politikaya atıldı. Aynı bankanın Aydın şubesi muhasebeciliği görevini yürütürken 1955 yılında Aydın Belediye Başkanı seçildi. Bu görevi 27 Mayıs 1960 tarihine kadar sürdü. Aydın İnşaat Ticaret Sanayi AŞ müdürü olarak çalıştı.

15 Ekim 1961 tarihinde XII. Dönem Milletvekili Genel Seçimlerinde Adalet Partisinden (AP) Aydın milletvekili seçildi. XIII, XIV, XV, XVI. dönemlerde de Aydın ilinden seçilerek 15 Ekim 1961-12 Eylül 1980 tarihleri arasında kesintisiz olarak TBMM’de bulundu. 1965-1969 ve 1975-1977 yılları arasında Plan ve Bütçe Karma Komisyon başkanlığı yaptı. 31 ve 32’nci Hükûmetlerde 3 Kasım 1969-26 Mart 1971 tarihleri arasında Gençlik ve Spor Bakanlığı, 43’üncü Hükûmette 12 Kasım 1979-12 Eylül 1980 tarihleri arasında Maliye Bakanlığı görevlerini yürüttü. 1988’de Doğru Yol Partisine katıldı. 1991 yılında, XX. Dönem’de Doğru Yol Partisinden Aydın milletvekili seçildi ve 49’uncu Hükûmette 20 Kasım 1991-16 Mayıs 1993 tarihleri arasında İçişleri Bakanlığı yaptı. 18 Ekim 1995 tarihinde TBMM başkanı seçilen SEZGİN, 55’inci Hükûmette 30 Haziran 1997-11 Ocak 1999 tarihleri arasında Millî Savunma bakanı ve başbakan yardımcısı olarak görev yaptı.

7 Ocak 1997’de Demokrat Türkiye Partisinin (DTP) kurucuları arasında yer aldı. 1999 seçimlerinden sonra DTP’nin genel başkanlığına seçildi. 18 Mayıs 2002’de genel başkanlıktan ayrılarak aktif politikayı bıraktı.

1963’ten 1985’e kadar Türk Belediyecilik Derneğinin (günümüzde Türkiye Belediyeler Birliği) başkanlığını yaptı. “AP’nin Ekonomik ve Sosyal Politikası”, “Buhran Dönemi Bütçeleri ve AP”, “1978 Başında Türkiye”, “Umut Bozgunu (CHP-1978)”, “Çağ Dönümü”, “Demokrat Türkiye’ye Doğru” isimli kitaplarının yanı sıra çok sayıda yayımlanmış makalesi bulunan SEZGİN 7 Aralık 2016 tarihinde Ankara’da vefat etmiştir.

İsmet Abdullah SEZGİN, one of the former Presidents of the Turkish Grand National Assembly, was born to parents Abdullah Bey and Hamdiye Hanım, in 1928, in Aydın. He completed his primary school education in Aydın and his secondary and high school education in İzmir. Graduating from Izmir Higher School of Economics and Commerce in 1950, he began working at the Türkiye Emlâk Kredi Bank Denizli Branch. In 1952, the Democratic Party elected him to the Denizli Provincial Administrative Board and he entered politics. While working as an accountant in the Aydın branch of the same bank, he was elected as the Mayor of Aydın in 1955 and held this position until May 27, 1960.

While working as the director of the Aydın Construction and Trade Industry Incorporation, he was elected Member of Parliament from Aydın from the Justice Party [AP] in the XIIth Term Parliamentary General Elections held on October 15, 1961.

He was re-elected in the Parliamentary General Elections for four consecutive terms as Member of Parliament from Aydın and served in the Turkish Grand National Assembly from October 15, 1961, to September 12, 1980, without interruption. While in the Parliament, he served as the Chair of the Planning and Budget Joint Commission in the 1965–1969 and in the 1975–1977 periods. He served as Minister of Youth and Sports between November 3, 1969 and March 26, 1971 in the 31st and 32nd Governments, and Minister of Finance between November 12, 1979 and September 12, 1980, in the 43rd Government. In 1988, he joined the True Path Party [DYP]. In 1991, as a candidate of the True Path Party, he was elected Member of Parliament from Aydın in the XXth Term Parliamentary General Elections and served as the Minister of Interior in the 49th Government between November 20, 1991, and May 16, 1993. Having been elected as the Speaker of the Turkish Grand National Assembly on October 18, 1995, he served as the Minister of National Defense and Deputy Prime Minister in the 55th Government between June 30, 1997, and January 11, 1999.

On January 7, 1997, he, together with his friends, founded the Democratic Türkiye Party [DTP]. After the parliamentary general elections held in 1999, he was elected as the leader of the DTP. On May 18, 2002, he resigned from the chairmanship and left active politics.

He was the chairman of the Turkish Municipal Association (now the Union of Municipalities of Türkiye) from 1963 to 1985. He was also a prolific writer; aside from numerous articles he published, he wrote books titled Economic and Social Policy of the EP, Budgets of the Depression and the AP, Türkiye at the Beginning of 1978, Defeat of Hope (CHP-1978), Dawning of an Age, and Towards Democrat Turkey. SEZGIN passed away on December 7, 2016, in Ankara.
