Yaşar GÜLER was born in Ardahan in 1954. He graduated from Army Academy with the rank of Second Lieutenant in 1974 and from Signal Corps School in 1975.

Having served as Signal Platoon and Company Commander at various units between the years of 1975 and 1984, Yaşar GÜLER graduated from Army War College in 1986 and from Armed Forces College in 1988.

As a staff officer, he served as Chief of Operations at Internal Regional Command between 1986 and 1988, as Planning Officer at Evaluation and Inspection Division of the Army between 1988 and 1991, as Chief of Operations and Training Branch at the 12th Infantry Division between 1991 and 1992, as Internal Security Battalion Commander between 1992 and 1994 in Silopi, as Turkish Deputy Brigade Commander in Bosnia-Herzegovina between 1994 and 1995, as Project Officer at the Office of Military Senior Counsellor of the Presidency between 1995 and 1997...

Türkiye Büyük Millet Meclisi Eski Başkanlarımızdan M.KEMAL GÜVEN 1921 yılında Erzincan’ın Karaağaç Mahallesi’nde doğdu. Babası Ahmet Kadri Efendi, annesi Cemile Hanım’dır. 1944 yılında Ankara Hukuk Fakültesinden mezun oldu. Aynı yıl Kars stajyer hâkim adaylığına atandı. Staja devam ederken askerlik görevini yapmak üzere 1 Kasım 1945’te Yedek Subay Okuluna girdi ve askerliğini tamamlayarak 31 Mart 1947’de terhis edildi. Aynı yıl hâkimlik stajını tamamlayarak Posof Cumhuriyet Savcı Yardımcılığına atandı. 1948-1953 yılları arasında Kağızman ve Tuzluca Cumhuriyet Savcı Yardımcılığı görevlerinde bulundu.

X. Dönem Milletvekili Genel Seçimlerine katıldı ve Cumhuriyet Halk Partisi listesinden Kars milletvekili seçildi. Gümrük, Ulaştırma, Adalet ve Anayasa komisyonlarında çalıştı. XI. Dönem’de ikinci kez Kars’tan milletvekili seçildi. 1960- 1961 yılları arasında Türkiye Emlak Kredi Bankası Müdürler Kurulu üyeliğini yaptı. 15 Ekim 1961’de yapılan XII. Dönem Milletvekili Genel Seçimlerinde üçüncü kez Kars milletvekilliğine seçildi. 1965-1969 yılları arasında Türkiye Yem Sanayisi Yönetim Kurulu üyeliğinde bulundu. 30 Eylül 1966’da Ankara Cumhuriyet Savcı Yardımcılığına atandı. Bu görevde bulunduğu sırada 12 Ekim 1969’da yapılan XIV. Dönem Milletvekili Genel Seçimlerine katılıp Kars’tan 4. kez milletvekili seçildi. XV ve

XVI. dönemlerde Kars milletvekili olarak görev yaptı.

1973-1977 yılları arasında iki kez TBMM Başkanlığına seçilen GÜVEN 10 Temmuz 2013 tarihinde Ankara’da vefat etmiştir.

M.Kemal GÜVEN, one of the former Presidents of the Turkish Grand National Assembly, was born to parents Ahmet Kadri Effendi and Cemile Hanım, in 1921, in Karaağaç, Erzincan. He graduated from the Ankara University Faculty of Law in 1944 and was appointed to Kars as a trainee judge candidate. While continuing his internship, he entered the Reserve Officer School on November 1, 1945, to do his compulsory military service, and he was discharged on March 31, 1947. Having completed his internship the same year, he was assigned as Deputy Public Prosecutor to Posof. He also served in Kağızman and Tuzluca between 1948 and 1953 as Deputy Public Prosecutor.

Participating in the Xth Term Parliamentary General Elections as a delegate of the Republican People’s Party [CHP], he was elected Member of Parliament from Kars and worked in the Customs, Transport, Justice, and Constitutional committees. He was re-elected in the XIth Term and took office as a member of the Türkiye Emlâk Kredi Bank Board of Directors between 1960 and 1961. In the XIIth Term Parliamentary General Elections held on October 15, 1961, he was elected as a deputy of Kars for the third time. Between 1965 and 1969, he served as a member of the Turkish Feed Industry Board of Directors. On September 30, 1966, he was appointed as the Deputy Public Prosecutor of Ankara. While he was in office, he participated in the XIVth Term Parliamentary General Elections held on October 12, 1969, and was elected as a deputy from Kars for the fourth time. He served as a deputy of Kars in the XVth and XVIth terms. 

GÜVEN, who was elected as the Speaker of the Turkish Grand National Assembly twice between 1973 and 1977, passed away on July 10, 2013, in Ankara.
