Yaşar GÜLER was born in Ardahan in 1954. He graduated from Army Academy with the rank of Second Lieutenant in 1974 and from Signal Corps School in 1975.

Having served as Signal Platoon and Company Commander at various units between the years of 1975 and 1984, Yaşar GÜLER graduated from Army War College in 1986 and from Armed Forces College in 1988.

As a staff officer, he served as Chief of Operations at Internal Regional Command between 1986 and 1988, as Planning Officer at Evaluation and Inspection Division of the Army between 1988 and 1991, as Chief of Operations and Training Branch at the 12th Infantry Division between 1991 and 1992, as Internal Security Battalion Commander between 1992 and 1994 in Silopi, as Turkish Deputy Brigade Commander in Bosnia-Herzegovina between 1994 and 1995, as Project Officer at the Office of Military Senior Counsellor of the Presidency between 1995 and 1997...

Türkiye Büyük Millet Meclisi Eski Başkanlarımızdan Yıldırım AKBULUT 15 Kasım 1935 tarihinde Erzincan’da doğdu. Babası Ömer Bey, annesi Rabia Hanım’dır. İlkokulu Eskişehir’de, ortaokulu Samsun’da, liseyi ise Erzincan’da okudu. İstanbul Üniversitesi Hukuk Fakültesinden mezun oldu. Askerlik görevini yerine getirdikten sonra Erzincan’da serbest avukatlık yapmaya başladı. Adalet Partisi Erzincan il başkanlığını yaptı.

Anavatan Partisinin (ANAP) kurucuları arasında yer aldı. 6 Kasım 1983 tarihinde yapılan XVII. Dönem Milletvekili Genel Seçimlerinde Anavatan Partisinden Erzincan milletvekili seçildi. 45. Hükûmette 26 Ekim 1984-16 Eylül 1989 tarihleri arasında İçişleri Bakanlığı görevini yürüttü. TBMM başkan vekili oldu. XVIII. Dönem Milletvekili Genel Seçimlerinde ikinci kez aynı ilden milletvekili seçildi. Bu dönemde TBMM başkanı olarak görev yaptı.

Turgut ÖZAL’ın cumhurbaşkanı seçilmesi üzerine 9 Kasım 1989-23 Haziran 1991 tarihleri arasında 47. Hükûmette başbakanlık yaptı. Anavatan Partisi Genel Başkanlığına seçildi. TBMM’de XIX. Yasama Dönemi’nde Erzincan, XXI. Yasama Dönemi’nde Ankara milletvekili olarak görev yaptı. XXI. Yasama Dönemi’nde 20 Mayıs 1999-30 Eylül 2000 tarihleri arasında ikinci kez TBMM başkanlığı görevini yürüttü.

2002 yılında aktif siyaseti bıraktı. Turgut Özal Üniversitesi Mütevelli Heyeti başkanlığını yaptı. Son olarak Cumhurbaşkanlığı Yüksek İstişare Kurulu üyesi olarak görev yapan AKBULUT, 14 Nisan 2021 tarihinde vefat etmiştir.

Yıldırım AKBULUT, one of the former Presidents of the Turkish Grand National Assembly, was born to parents Ömer Bey and Rabia Hanım in 1935, in Erzincan. Having completed his primary school education in Eskişehir, his secondary school education in Samsun, and his high school education in Erzincan, he pursued his education at the İstanbul University, Faculty of Law. Following his compulsory military service, while he was working as a self-employed lawyer in Erzincan, he began serving as the provincial Chairman of the Justice Party [AP].

He was among the founders of the Motherland Party [ANAP]. He was nominated by the Motherland Party for the XVIIth Parliamentary General Elections held on November 6, 1983. Becoming a Member of Parliament, he served as the Minister of Interior in the 45th Government from October 26, 1984, to September 16, 1989, when he was appointed deputy speaker of the Turkish Grand National Assembly. In the XVIIIth Term Parliamentary General Elections, he was elected as a Member of Parliament from the same province for the second time and took office as the speaker of the Turkish Grand National Assembly.

Upon the election of Turgut ÖZAL as the President of the Republic of Turkey, he was elected as the 47th Prime Minister, serving between November 9, 1989, and June 23, 1991. He was elected Chairman of the Motherland Party. He served as a deputy of Erzincan in the XIXth Legislative Period, and as a Member of Parliament for Ankara in the XXIth Legislative Period, and as the Speaker of the Turkish Grand National Assembly for the second time between May 20, 1999, and September 30, 2000.

AKBULUT resigned from active politics in 2002 and served as the chairman of the Board of Trustees of Turgut Özal University. AKBULUT, lastly, serving as a member of the Presidential High Advisory Council, passed away on April 14, 2021.
