Yaşar GÜLER was born in Ardahan in 1954. He graduated from Army Academy with the rank of Second Lieutenant in 1974 and from Signal Corps School in 1975.

Having served as Signal Platoon and Company Commander at various units between the years of 1975 and 1984, Yaşar GÜLER graduated from Army War College in 1986 and from Armed Forces College in 1988.

As a staff officer, he served as Chief of Operations at Internal Regional Command between 1986 and 1988, as Planning Officer at Evaluation and Inspection Division of the Army between 1988 and 1991, as Chief of Operations and Training Branch at the 12th Infantry Division between 1991 and 1992, as Internal Security Battalion Commander between 1992 and 1994 in Silopi, as Turkish Deputy Brigade Commander in Bosnia-Herzegovina between 1994 and 1995, as Project Officer at the Office of Military Senior Counsellor of the Presidency between 1995 and 1997...

DSMT (DEMINING AT THE EASTERN BORDERS OF TÜRKIYE AND INCREASING BORDER SURVEILLANCE CAPACITY) PROJECT

          “Demining at the Eastern Borders of Türkiye and Increasing Border Surveillance Capacity (DSMT) Project”, was the first project carried out in our country for humanitarian demining activities in which contractor civilian company elements take part under the coordination of United Nations Development Program (UNDP) Türkiye and financed by the European Union (EU) fund and co-financing contribution of our country within the scope of the Instrument for Pre-Accession/ IPA. Phase-I and Phase-2 of the DSMT Project were completed between the years of 2016 and 2019. Starting on June 15, 2021, fieldwork of Phase-III of DSMT Project was completed on November 1, 2023.

          Within the scope of Phase-I and Phase-II of the project, 4.8 million m2 of area was demined and 47,001 mines were destructed in provinces of Ağrı (Doğubayazıt) and Iğdır. In the Phase-III, approximately 3.6 million m2 of area was demined and put into service and 49,336 mines were destructed in the provinces of Ağrı, Ardahan, Iğdır and Kars.
